F150 Gear Oil Plug question

Hi, I have a 2004 210 Triumph with a F150 and I am in the process of changing out the gear lube in the outdrive. When I unscrewed the two drain plugs I noticed that the lower drain plug screw did not have a rubber O-Ring on it like the top screw did. Is this normal? If is it fine to have the screw flush with the outdrive? Any help would be sincerely appreciated! Thank you in advance.

I am at Merritt Marine right now and I just looked at a new 150 and it has the same red rubber washer on the top plug as the bottom. I don't think I have ever seen a plug without some kind on washer or o-ring.

It should have a washer(red?) on both screws and you should replace them each time you change the oil.Good Luck
